Dr. Elbert E. Allen (1921-1999) became the first black since Reconstruction to hold office in Shreveport. A dental graduate and leader of the American Woodmen, a fraternal organization, Allen was elected to the Caddo Parish School Board in 1970.

The Wiley College graduate not only served the community through the school board, but also as a local dentist for 50 years.
